If this happens, on a per capita basis, then Africa will be the big winner, and huge amounts of money will flow there. This will have enormous implications for development policy. And it will raise the question if these countries can deal responsibly with so much money at all.
(NZZ): That does not sound anymore like the climate policy that we know.
(EDENHOFER): Basically it's a big mistake to discuss climate policy separately from the major themes of globalization. The climate summit in Cancun at the end of the month is not a climate conference, but one of the largest economic conferences since the Second World War. Why? Because we have 11,000 gigatons of carbon in the coal reserves in the soil under our feet - and we must emit only 400 gigatons in the atmosphere if we want to keep the 2-degree target. 11 000 to 400 - there is no getting around the fact that most of the fossil reserves must remain in the soil.

En entrevista, luego de la firma del Memorando de Entendimiento con el Gobierno del Distrito Federal, el alcalde de Seúl, Oh Se-hoon, explicó que se cuenta con un sistema de seguridad para los niños, el cual se utiliza a través de un chip que se les coloca en el celular o en un collar.
Si el menor está fuera de su territorio, manda una señal a través de un mensaje vía celular, “y así sus padres de sienten cómodos y seguros”.
Incluso, mencionó que este sistema funciona en el Metro, debido a que Corea cuenta con una buena infraestructura de internet, la cual se puede utilizar hasta dentro de las instalaciones y túneles del sistema de transporte
Por otra parte, explicó que el objetivo del Memorando es trabajar de manera conjunta en diversos sectores como turismo, medio ambiente y transporte.
“La Ciudad de México es sin duda la gran urbe del mundo y ha sido nombrada Patrimonio de la Humanidad y es cuna de civilizaciones antiguas, como la azteca, es atractiva para los seuleños que quieren conocerla. La ciudad de Seúl cuenta con poco más de 600 años de historia como la capital y es muy atractiva y dinámica, coincide con un bello medio ambiente y tecnología de punta”, expresó.
Antes, en su intervención, Marcelo Ebrard, jefe de Gobierno del DF, dijo que los primeros frutos de este Memorando ya se dieron, luego de que llegaron a la capital los camiones Ecobus, que utilizan gas natural comprimido.
“El Memorando que firmamos hoy es más que un acuerdo político, que ya lo hay y lo ha habido desde el 92, es un programa de trabajo. Recientemente mandamos a Seúl una misión en materia de transporte y fue muy bien recibida por el alcalde y su equipo y nos ha sido muy útil”, señaló.

The Jupiter-like planet, they say, is part of a solar system which once belonged to a dwarf galaxy.
This dwarf galaxy was in turn devoured by our own galaxy, the Milky Way, according to a team writing in the academic journal Science.
The star, called HIP 13044, is nearing the end of its life and is 2000 light years from Earth.
The discovery was made using a telescope in Chile.
