Mexican Government forcibly vaccinating vs AH1N1 in Juarez

 This is the story, 6 persons presumably infected with human flu were detected in a district of Juarez Mexico, then their neighborhood was encircled with the help of the mexican army and the close to 4000 inhabitants living there were forcibly vaccinated.

I think all this is a false alarm and that they are ust doing this as an exercise, because if this situation was true, the authorities of the neighboring El Paso Tx would have already declared a sanitary emergency and taken measures to avoid the pandemic from reaching them.
